E. D. Winstead coordinating and submitting petitions to force a referendum on the county's one-cent sales tax originally passed - and to be implemented - by the county commissioners without a vote of the people.
"Dr. Winstead has not taken a position for or against the tax, but has said he believes the issue should be put to a vote. 'Implementation of this sales tax by the commissioners by resolution - while legal - was anything but a democratic process,' he stated in launching the campaign for a referendum."
